Where would the government get this extra $$ from though?

What extra money would be required? If the student is simply taking the money that is already spent on him in a public school with him to another location what extra money is being spent. All you are doing is taking the already existing public school funds spent on each student and giving that student the choice of where to take those already existing funds.
