Follow the money, internet gambling companies don't have to pay taxes, they don't need to get licenses, they don't need to hire Jack Abramoff to bribe politicians.

No one can ban internet gambling, all they can do is try to make it difficult enough that the internet gambling companies figure out it's cheaper to cut the politicians in.
