Pretty much.

At least two of the three nations involved (the US and Canada) harbor populations strongly opposed to such a plan; I'm not sure what the popular sentiment in Mexico would be.

Perhaps that explains why no Senator or Congressman has dared to introduce a bill advocating such a policy.
