It's more than that...it's contradictory and inhibiting.

For all the bill's stressing of the supposed essential aspect of having a long form produced or if unavailable then a set of alternative options if available (for example, some males don't get circumcised and obviously women thankfully don't get legally circumcised in the US), AZ stopped doing long form birth certificates in 1989. Future AZ born eligible people born in 1990 and thereafter wouldn't be able to produce one.

BIRTH SHORT
A certified birth certificate that can typically be used for travel, passport, proof of citizenship, social security, driver's license, school registration, personal identification and other legal purposes. The Birth Certificate - Short is available for events that occurred within the State of Arizona from 1990 to present.

BIRTH LONG
A certified birth certificate that can typically be used for travel, passport, proof of citizenship, social security, driver's license, school registration, personal identification and other legal purposes. The Birth Certificate - Long is available for events that occurred within the State of Arizona from 1903 to 1989.

It's own policy is also the same as HI's: the short form is sufficient evidence for legal purposes for the facts contained therein including citizenship issues.
