Hmmm. Doesn't sound like any Democrat at any point in their history. And DEFINITELY not a secular/progressive/liberal. They have always been statists.
The Solid South, which was Democratic during Jim Crow, was the most socially conservative part of the country.

There is nothing progressive about supporting segregation. It was a holdover from slavery.
