"if" essential services were provided--meaning people would still get their social security checks--medicare and the military would be paid for--
Isn't that like 70 or 80% of the budget?

There are certain things, like federally funded synchrotron centers and certain NASA projects where the cost of shutdown would exceed the cost of continuing to operate for the several weeks and months while they sort out the budget. I'm not in favor of having things cost even MORE simply because it might make some people feel better.
