We told you why he waited, it wasn't a legal option. He wants to now take his chances in the courts since he is taking a beating in the polls, already capitulated on an issue (rejected by dems, why do that if he had all the power all along? Oh nice guy, right).

Thinking he waited because he is nice is the kind of naivety I envy.
