looks like a naturally occurring formation that was not underwater thousand of years ago. seems as if someone found it interesting and carved on it.
I'm tending to agree with you. I think the artist renditions cloud the issue and don't help. Some interesting comments at the link Serpo posted. Someone puts forward the premise that perhaps the cricular disc structure was formed inside some other kind of rock or material. It pushed up and out forming a near circular shape. The material that encompassed it, rock or what ever wore away and exposed this object. A little bit like rock sitting atop a mesa or something.

Then as you said, someone came a long and carved some steps into it, then got carried away and carved a whole heap of other stuff into it. Or it gained significance for the local people and they carved it up. Maybe as an alter or something.
