I agree with Heimdahl and Gaillo. The possibility of an event that is just out of reach is necessary to keep the sheep on the edge.

My opinion is that these "SHTF within the next few months" scenerios are developed to keep us on edge, not the sheep. The sheep have no clue about FEMA camps or the meaning of the death of Posse Comitatus.
