So the way i read this is that we had some agreements to dispose of some nuclear material but that's expensive to do properly and someone wants to get paid. Bongo decides he'd rather not pay, so he drafts up this nifty little "order" basically saying, "this is so important that we're going to make sure it gets done, but we're also going to make sure that we never have to pay anybody and that they can't sue us after it all turns into one big clusterf***"

Is anybody else reading it that way? If I was Russia I'd figure out that the good ole U S of A is run by a bunch of deadbeats and just sell the crap to China.
I took it that they want the payments to continue without any liens or judgements applied to the payments to the Russian Federation for HEU. Maybe I read it wrong.
