Perhaps the intention was to let things burn.

I'll just assume it's good old fashioned government ineptness and stupidity. Too many treehuggers to let it burn intentionally, then again it could have been the idiot "don't pollute the air" treehuggers that got the planes grounded in the first place. Heck if i know.
