Because they are jealous or have something against her. However, I doubt it was a neighbor. This is so wrong! What city has enough money to send employee's out the next day to cut down someome's plants. That's not how that works, I know from experience, they will fine you to death but won't go out and cut it down themselves... Normally. Obviously this situation is different as it was sustainable food. How do they sleep at night?
