Is the answer to the question What is an Australian? -- Anybody who says he's one? Do you belong to a body politic just by saying so? Can I show up at the Sydney airport and tell them I'm really an Australian, despite my American passport?

Or can Glass show up in LA International airport and tell them he's really an American?

Or does it work in reverse. If the Australians tell Glass he's an Australian, he can say, no I'm not, I'm an American? Or could he just tell them he's sovereign, and does not belong to any other body politic but his own? Could I do that in the USA? I can just tell the government that I will obey their laws as long as they do not conflict with my own laws? But that doing that doesn't make me a citizen, or a subject.
