Isn't there a word for that? I'm pretty sure there is, but I'm having trouble thinking of it.....little help anyone?

So what you are saying is that the kid is fortunate to have not been turned over to the police?

Not sure about turning the kid over to the law, maybe , maybe not. It is sort of a group mind they have over there, where the individual is less than the group. While I was stationed in Asia, I have witnessed group (mob) justice and the police just watched.
