In one of Ed Griffin's core PDF docs @ freedomforceinternational.org, he described a delphi meeting technique he called "4 corners", where shills or "change agents" who publicly posture as being unacquainted, sit at roughly the 4 corners of a meeting room, and when their key issues come up, they pipe up as if "average Joe Public" in support of their (bosses' subversive) agenda. This gives the impression to the honest & benignly-naive majority of participants that the shills' expressed wishes are somehow "widespread". Think "astroturfing" but in real life public meetings.
