I would wager three mercury dimes The Goon was lying through his friggin teeth........... budgets and overtime have to be justified and those three were the sacraficial lambs

I had the same reaction you did. That's a lot. Then I figured in lots of stupid stuff that people can report. Which was basically what happened here. Someone reported stupid stuff but because everyone is in a state of paranoid delusion they have to act each and every time some one manifests a terrorist delusion. Umbrella left on a bus stop bench. People speaking in an unknown language. No chicken nuggets at the drive through. Filming or photographing a tourist attraction. Of course now days anyone can be a hero. It's just a phone call away.
