I think that's it's still reasonable to assume that the teams who build their own engines, chassis and operate their own indpendant wind tunnels, are probably all spending in excess of a quarter of a billion dollars each.

A drop to $40m is to operate on less than a fifth of current budgets. If even Super Aguri spent $57m to muck about at the end of the field, then asking everyone to do it on a smaller budget again is sheer madness.
