Freeze blocks of ice in tupperware. Dump them outside for her to play with, lay on, chew on. You could freeze treats inside to make it more fun... or even freeze a favorite toy in it. It gives them something to do and cools them off a bit. Instead of a pool, if she is afraid of it, put water on a plastic pan, something like a cookie sheet, but made out of plastic... let her run through it.
