What leads me to believe he's a Staff is his half pinched ears and water pump tail. Lol that's what they look like:-)
It's half prick ears, not pinch, and both of those are also common traits in American Pit Bull Terriers. Neither (as was said) is an "indicator" of breed, both are simply a common trait in many dogs, including (but definitely not limited to) Amstaffs and APBTs.

An "indicator" of breed implies that there is some physical trait that when seen, proves that the individual can be no other breed. There is no such thing as any single trait that is unique to any one breed.

Also...unless that pic was taken long after the dog came into your care...he appears to be in no way undernourished. Pits/amstaffs are not supposed to be fat. lol
