In case anyone else is looking and happens to see this thread: Pennsylvania has a state ban on any BSL.
I'm not sure about other cities, but Philadelphia is moderately friendly. There's an annual pit bull awareness day, you're pretty close (about an hour) to a bunch of activities such as weight pull and lure coursing. There's a dog sports club just northwest of the city that is super bully breed friendly and a trainer in the city that offers pit bull specific classes downtown. If you like attending ADBA or AADR shows, there is a show/pull that seems to be offered a couple times a year in Woodstown NJ and the AADR has hosted a Pottstown PA show in the past (both about an hour from Philadelphia).
The downside in Philadelphia is that shelters are over run with bully breed type mixes, so no one really knows what a pit bull looks like. Big management companies will have breed restriction lists (but you are usually able to find rentals that allow them if you go through privately owned properties).
