These groups say they fear that the liability from "pain and suffering" claims would cause pet service fees to have to increase greatly and make veterinary care unaffordable for many people with pets.

Malpractice insurance would have to be able to cover those fees. Malpractice insurance goes up, marginal cost of operation goes up, markup price goes up, all prices go up, people start not being able to afford veterinary care- abandoned/neglected pets. I can see the linear trend they took to reach that conclusion.
