So they are on Flexi Leashes all the time when this happens or they are off leash?
If they are off leash you should look up your city's by-laws to see when leash laws are in effect, and next time it happens report her on a non emergency line or find out the number specifically for your bylaw officers.

I live in a TINY town of 6,000 or less people and even we have leash laws that are enforced with a $150 fine.

Now if they are always on Flexi leashes next time it happens yell are her to retract her dogs and LOCK the leash. Maci walks on a flexi leash because that's what she came with when I got her, but I ALWAY pull her back and lock it up when people pass especially when they have dogs. And I do it WELL in advance... it's common courtesy.

Other than that all I can suggest is finding a different way to walk.
