Right as annoying as it may be she is keeping her dogs from yours and not allowing them to get near your dog. I think you should take this as a training time and try and regain your dogs focus on you.

I think you need to start getting your dog to remain under control when those dogs are near, its going to be hard but with time and training your dog will act better and maybe she will see how ridiculous her dogs are acting and try and fix it..
I'm trying - if you have any tips I'm definitely interested. I've got her ignoring most other dogs but with these two all her training flies out the window and she goes into full freak-out panic mode.
