I think there is a lot of blame to spread around. The owner, for sure. The ACO for not confiscating the dog after the 1st or at least 2nd bite and the dude who killed it. But the thing is, this dog was a danger to the neighborhood and considering how the owner and AC failed, I really can't blame them for taking matters into their own hands. The method was barbaric, but understandable if you don't have a gun or aren't willing to take a discharge of a firearm in city limits charge.

BTW, it was the victims BF that killed the dog. My original post says the victims GF ><
