I have a stack of old towels with holes or worn spots. I keep them for dog use only. If a dog vomits, has watery poo or pees on the floor, I grab one off the shelf to clean it up. Then I use a mob with bleach water to go over the spot. If bleach bothers you then you can use vinegar and water mixture instead.
Belly bands are awesome, if you want to buy some. My friends mom takes in Pugs for a rescue. They are technically fosters, but the reality is they are all either very old or have health issues and won't be adopted. She has quite a few of her group wearing belly bands because of health problems making them pee at random. Usually, she goes through 3 a day. If you get the belly bands you should buy 2-4 and be prepared to change the band 2-3 times a day, depending on how often he goes. Just simply wash the dirty one and reuse. Much less expensive than pee pads, which are disposable and you'd keep having to buy them.
