I think maybe you should just talk to them and say something like 'Hi neighbor... I noticed you have a bully breed type dog and I love them. Just wondering if one of these days I could meet him/her if you don't mind.... he/she is really cute.'

Don't call AC.. Liliana's right and they won't care.

And we have a dog that when put in his outside kennel all he does is freak out crying and won't shut up... we even got a ticket for it... so he doesn't go in his kennel anymore lol.
