I moved in a month ago with my best friend I was over alot and I thought maybe it was just crying every now and then but now that I actually live here I hear him crying from my window at all hours , next time I see him out in the yard I'll try to start a convo with hin

That's what I would do. Small talk from one neighbor to another.
Obviously don't be too nosey or ask crazy questions that would seem rude.
Just keep it friendly, simple and nice

Oh ya, don't be surprised if he doesn't want to talk.... I hate knowing my neighbors and wished I'd never responded to her when she was 'nice'. Some people just want to be left alone.
