Do you value this friendship? If not, chew her out to make yourself feel better and maybe penetrate her thick skull. If she decided to no longer speak to you, would that be a real loss?

If you want to maintain the friendship you could try again on the speuter certificates and if that fails, maybe have someone from AC or the HS come out to her place. Have them check on the underfed dogs and see if they can convince her to speuter. Not trying to get her into trouble or anything, but having a professional chat with her about the overpopulation problem and the reality of what happens to mutt pups might wake her up.
