I'm sorry that you had to deal with this. People are stupid that's all it comes down to. Sadly I'm afraid you have done pretty much all you can do. At this point all you can do is hope that she does the right thing. However if she allowed that dog to escape and she isn't fond of that dog and doesn't want to help the pups. Maybe the pups all should go to the shelter. Heck maybe urge her to send the Momma too. Atleast they'd have a better chance at a better life than staying with her. Though convincing her to give up the momma might be tough. Atleast if they go to the humane society all the pups will be spayed/neutered before adoption. And puppies go fast, they will most likely all get homes.
