Unfortunately yes, sometimes your best option is to kick the other dog away. Especially in the case of a small dog because you can bet the owners will blame you if your dog defends itself unfortunately.

Keep working on that reactivity! Its awesome if you can get to the point where your dog will trust you to handle situations like that instead of taking things into his own paws.
