When our central air conditioner broke this past Memorial Day weekend (90 degrees +), both my dogs stayed cool by digging little trenches for themselves underneath our raised deck. They were not the least bit interested in coming inside so we made sure they had food and water and I checked on them constantly throughout each day. Not once did I see them panting. They just took it easy in their dugouts, coming out occasionally to do their business. Our yard is fenced so they didn't need to be on a tie out. It's one thing to leave a dog outside in the heat without any shade or shelter for hours on end. Not everyone has central a/c. I can attest to the fact that a "dog house", unless it came with A/C would be of no use in keeping a pooch cool. I can also attest to the fact that in this state, animal control officers are allowed to do as they please. They thoroughly enjoy flaunting their little powers. If your dog gets loose in De - watch out. You are at their mercy.
