Dude, just go over there, introduce yourself since you're neighbors. Then let him know there's leash and containment laws, and that it would be in the best interest of the dogs if he could keep his in his yard and you don't want his dog on your property.

I would start off nice and give him the benefit of the doubt that he is a decent person. I would explain to him why his loose dog on my property could present a problem and how his containing his dog will make things easier for both of us.

I would also warm him up first, compliment his dog...even if I had to lie...
