ugh i hate it when people dont scoop their poop! I passed a humungous pile yesterday with flies all over it!! It makes the rest of us dog owners look bad and it's sooooo gross.
On the other hand, I'd hate to have to pay $200 so they could analyze my dog's poop dna, and I'd be worried that there would be no way to fight it, like they'd charge you for not scooping your poop, when in fact you did!!

I am with you on both counts..thats a huge fee for a strange law. But it is disgusting how many people wont clean dog poo up. I can't even let my dog use the yard without remembering to throw on shoes cause the other people in the apartment complex let their evil little rat terriers shit everywhere.
