This makes me apprehensive about EVER leaving Aggie in the back yard for any amount of time, unsupervised or not, leashed or loose...afterall it is MY back yard.

This could be a real problem. It's one of the things that I do check out when placing pups/dogs with people.....

Is there any way you can build a good sturdy fence within your yard?

Is this a bad combination of neighbors?

Yes. In my opinion, yes. It's one of the problems one does encounter (more and more it seems) when owing this breed or any dog really....
