Rotties are awesome, but they are often pretty DA. As are pit bulls...

I would talk to your neighbors about getting a better fence up and perhaps containing their dogs via a proper chain setup or kennel (with top and bottom) when outdoors. Even a good fence isn't going to stop a determined dog.

Never leave your dog loose outside unattended. They are smart and will find ways to entertain yourself that you don't like. And they are notorious escape artists.
