I kinda looked a little more into the story. He is a breeder....50 dogs in kennels in a wooded lot that he does not live on. Said they are fed and watered though! Guess thats all that matters to some people.

Yup.

The legal requirements for pets are pretty low. Food, water, shelter, vet care if neccesary. As long as those basic needs are met...there's no laws protecting an animal's emotional or mental well being...just the very basics required for mere survival.
