Ugh that crap pisses me off!!! I had a similar situation, except when I got my dog to let go of the small mutt, the owner was shouting at me saying they were going to sue me and yada yada, I told the owner flat out, "GO AHEAD MY DOG WAS ON A GOD DAMN LEASH, WHERES YOUR DOGS LEASH?"
