you have youre property fenced? add another cheaper feild fence (if you dontthink your dog will tear it up) about 3ft inside where their dogs are rus.hing the fence, and no noses will be touched again. call the cops o the neighbors every day till SPCA gets fed up wit hyou and tickets them.
