I think a lot of it is just networking. Are you able to afford a house over an apartment? You'll find a lot of private owners are much more accepting. We just moved into our place in Woodinville and the owners have no problems with our staffy mix (nor our reptiles).

It can take a bit but there ARE places out there. Having a CGC and obedience work on your dog can help a lot. Also see if your vet would be willing to write something up. There are quite a few bully friendly behaviorists around here so I'm sure you'll get help in that area, too.
