I'd never let Cesar near my dogs after hearing/reading what he does. We've used some methods that Victoria has used on our dog for training, and he gets used to them after only a few times, and we don't use the treats after the first few times, and it has worked out well so far. The key thing is repetition. We do the first few with treats, and then start working without treats, and it works out well for our dog at least.
Our dog isn't as stubborn as other dogs, but then again all dogs are different. I have seen some of the dogs that Victoria has worked with (DA boxer for example), and the owners don't give treats all the times from what I saw, but then again we only see 30-60 minutes of the weeks of training these dogs go through.
If I had to choose one of the two, it'd be Victoria, but honestly, I'd rather find a local trainer that has speciality in my dog's breed and work from there.
