I am not sure about the testing and papers needed and everything, but I can stand witness that this is happening. This is the exact way that I got Trinity, see I live in a big military area, (Va) We have every branch of the military here and this is why the former owner was forced to get rid of her. Alot of dogs are turning up at SPCA's, animal shelter and rescues around here. It is really sad knowing that all this is happening and the rescues around here are doing everything they can to try and save as many dogs as they can.
