I would license. The first step in reversing BSL is by showing your county/city/town that owners of pit bull-type dogs are responsible. This doesn't only inlcude socializing/training your dog, but obeying leash laws and other animal laws/ordinances. If your laws/ordinances require a dog to be licensed, then follow through and do this in a timely manner. Your dog's breed is not banned in your area currently, so registering as a responsible bully breed owner will show them that one more owner is responsible. Plus, if you incorrectly submit information on a government document it could get you into some seriously hot legal water, as well as basically screw up the responsible owner's reputations in your area that are trying to do it the honest way.
