When coming upon a situation like this I would advise calling the Sheriff's Dept or PD ASAP. What with all the child snatchings & child murders going on nowadays NO child - esp. a young child - should be left outside without direct supervision. I'm sure we've all heard the stories of children who were snatched & the mother laments "but I only turned my back for a minute!" If children are outside mom (or dad, or whomever) should be right there watching them. Maybe a stern talking to by the local authorities would get these ne'er-do-well parents on their toes instead of putting their kids (as well as yours in this case) in harm's way.
