First of all, whoever sold you the dog at 4 weeks old might as well sold you the hang papers too. No reputable breeder will sell a dog at 4 weeks old unless there are unavoidable circumstances (bitch refuses the pups, etc), and even then most responsible breeders do not sell their dogs just to get rid off them.
Second, did you buy a dog solely for the papers?
