Simple dog psychology says if they are out of their territory they are not brave at all. They are normally easily run off by a much smaller dog. Couple this to the fact typical dog behaviour is to present a lot of threat displays and generally try to avoid confrontation. Suddenly it starts to make sense. Then factor in that larger dogs just can't match the speed and agility of a small dog and this explains why in 15 years of chihuahuas I didn't come across one big dog that ever backed some of them down. Of course the risks were huge and all altercations were avoided if possible.
