Pretty much anyone can walk into any establishment with any animal and proclaim it is a service animal and the establishment can't do much about it.

You've seen the pics of the service pony in the grocery store?

While some of these dogs are legit, many more are just pets that are no more service animals than my cat. It's not a very well organized system -- I've seen some very sad animals "performing" their duties. I just don't think they are very well trained by a legitimate organization...
