You need to go the legal route with your question.
I helped in a situation down here in Louisiana where a woman and her family were moving into an area with B.S.L. and her [severely autistic] daughter's trained service dog happened to be a "pit bull". It took a judge's orders to allow the dog into that town and area business and whatnot.
I know we worked for over a year on the case and I was with her every step of the way. And no matter what we thought about "oh, they can't NOT let your dog stay with you", it turned out to be mere assumptions. Places with B.S.L. can restrict you and your dog if it is their law. And some places will require some sort of documentation even though we all believe it to be illegal for them to do so.
This situation is kind of vague at best. Are you planning on traveling to an area with B.S.L.? Are you moving to such area? Are you just asking out of curiosity?
To really get an answer, you'd need to contact the city governments/county governments and explain your situation and ask them how they handle such issues. If they deny your dog entry right off the bat, you may very well have to fight this battle in court.
