Wow, that is rude! People are weird, seriously. I usually try to make some sort of eye contact first, if they dont look back, then I dont say anything to them. If they look back, then I'll say Hi. Some people just dont talk to strangers.. I try not to take it too personal.

Sorry though.. Id have said hi to ya.
