If you can't walk him, try buying him. If that doens't work, then I would try to go visit him. I don't agree with chaining either, dogs are pack animals and they want to live it you, not be stuck out on a chain. Or maybe ask to let him loose in the yard and play fetch.

Chaining is fine for containment, but I don't think they should be stuck on one all day long.
