A lawn sprinkler going off at the time she walks by with her dogs might deter her from walking too close to your gate....

Classic deterent......I was going to recommend Ammonia along side the wall where she seems determine to walk near...pour it about 20 minutes before she arrives....her dog won't walk near that smell.....
